The laser beam has better chance to hit the fish. The fish appears to the hunter to be at different location than its true location due to refraction. The laser beam obeys law of refraction and retraces the light path which the hunter sees from the fish. The arrow goes into the water in a straight line path and thus chances of hitting the fish is less.
