The magnet will emerge from the plastic tube first.

The magnet that falls down the copper tube creates an induced current in the tube which opposes the charge that caused it. This induced current will oppose that of the magnet , thereby causing it to slow down as it passes through the copper tube. The slowing does NOT happen in the plastic tube which is not a metal conductor so the magnet from the plastic tube will emerge first.
