This can be explained by ideal gas law given :- PV = nRT So, V proportional to T at constant P. The pressure is nearly same everywhere on land with same altitude which is 1 atm. But since the balloon is taken from warm to cold place the temperature of air inside the balloon decreases, hence the volume also decreases, and the balloon deflates which makes the decoration look disappointing.
