When the negatively charged rod is brought near a grounded conductor, electrons in the conductor are repelled by the rod and some electrons flow out of the conductor through the ground connection. After the ground connection is broken, the rod is removed. Since electrons can not flow back onto the conductor because the ground connection is broken, the conductor is positively charged.
