At 45 mi/h , the vibration or frequency of the car must be matching the natural frequency of the system which results in highest amplitude. That is why the car must be experiencing a larger vibration which is uncomfortable for the passengers . At speeds higher or lower than 45 mi/h , the amplitude is much smaller than the maximum amplitude, hence lesser jump and lesser discomfort for passengers.
