10.5 a) has the least torque, for even though it is applied at a 90 degree angle, it is so close to the axis of rotation that the torque it applies is minimal. To find the greatest torque, we compare 10.5 b) and 10.6 b). They are the same force and are the same distance away, but since 10.5 b) is at a 90 degree angle, it will have a greater torque.
