Yes. Zero momentum for a single object (which has mass), mv, means its speed is zero. The KE, $\frac{1}{2}mv^{2}$, must also be zero. Note that a system of two or more objects can have zero net momentum, but nonzero KE. For example, consider two identical balls rolling at the same speed, about to have a head-on collision.
