This is discussed on pages 293-295, and shown in Figures 15.20-15.21. Look at the volume vs. T curve in Figure 15.21. Starting at $0^{\circ}C$ and warming up, we see the volume contracts (becomes smaller). Similar reasoning shows that starting at $4^{\circ}C$ and $6^{\circ}C$, water will expand when warmed a little.
