Water undergoes hydrogen bonding so it will have stronger intermolecular forces compared to acetone that only undergoes dipole-dipole forces. The weaker the forces, the faster the evaporation rate allowing acetone to evaporate faster. Since acetone has weaker intermolecular forces, it will also have a higher vapor pressure because as intermolecular forces decrease, vapor pressure increases.
