There is no well defined nucleus and nuclear membrane in prokaryotes. Hence RNA is synthesized in the cytoplasm through which translation begins before transcription is complete. On the other hand in eukaryotes there is a well defined nucleus. The RNA is synthesized in the nucleus and is then released to the cytoplasm.
