Electronegativity is a measure of an atom's ability to attract a charge. It is often measured using the Pauline scale. If two atoms equally electronegative, both have the same tendency to attract the bonding pair of electrons so they would end up forming an electronegative bond and attracting equal amounts of electrons. The electronegativity of oxygen is greater than that of hydrogen, cause the electrons in its bonds with hydrogen to pull closer towards it and form polar covalent bonds.
