Parametric tests are grounded on parameters. They require a population that follows a specific distribution. Non parametric tests are procedures for drawing inference and are not based on parameters. They do not involve the population that follows a precise type of distribution.
In case of independent sample and dependent sample t-test, the data should be obtained from a normal population but in case of sign test and Wilcoxon signed-ranks test, the population need not be normal.
