The mean can be counted by summing all the data and dividing it by the number of data. The mean without the censored data: $\frac{10+29+...+23}{33}=15.03$. The mean with the censored data: $\frac{10+29+...+1}{38}=15.18$. The latter mean (which is also only the minimum considering that five presidents still live and the mean is growing) is more than the earlier one because people nowadays generally tend to live longer than in the past.
