Assume the light emitted from the flashlight takes the shape of a cone. The shape of the boundary of the lighted area on the wall would be the same as the cross-section if you make a cut to a cone. When the flashlight is normal to the wall surface, the shape will be a circle. When there is an angle (not too large) that you still see the whole boundary, the shape will be an ellipse.
