$a=8$ and $b=-5$ or $a=10$ and $b=-4$

The function $p(t)$ is not defined when $2 t-a=0$ and $t+b=0$. So $p(t)$ is not defined when $t=a / 2$ and $t=-b$. From the domain we have $a=8$ and $b=-5$ or $a=10$ and $b=-4$ .
