Either step would result in the same solution. Method 1 would work like this: $$\frac{1}{3}x-2+2=7+2$$$$\frac{1}{3}x=9$$$$3\times\frac{1}{3}x=3\times9$$$$x=27$$ While method 2 would work like this: $$3(\frac{1}{3}x-2)=3(7)$$$$x-6=21$$$$x=27.$$ Both methods yield the same answer: $x=27.$
