To scale a vector in component form, multiply each component by the scale factor. $$-\vec{u}=-\langle -5,3\rangle=\langle (-1)\times (-5),(-1)\times 3\rangle=\langle5,-3\rangle$$ $$-\vec{w}=-\langle 2,2\rangle=\langle (-1)\times 2,(-1)\times 2\rangle=\langle-2,-2\rangle$$ To add vectors in component form, add x and y components separately. $$-\vec{u}-\vec{w}=\langle 5,-3\rangle+\langle -2,-2\rangle=\langle 5-2,-3-2\rangle=\langle3,-5\rangle$$
