$\vec{PR}$ is the vector from point $P:(-2,2)$ to $R:(-2,5).$ The change in the x-direction is $$-2-(-2)=0.$$ The change in the y-direction is $$5-2=3.$$ So the vector can be written in component form as $$\vec{PQ}=\langle0,3\rangle.$$ To scale a vector, multiply each component by the scale factor, in this case, $-5$: $$-5\vec{PQ}=\langle-5(0),-5(3)\rangle=\langle0,-15\rangle.$$
