This is because, throughout the chart, the rate of change remains as $\frac{1}{0.25}$. This is obvious when you see that because all of the points can be simplified to $\frac{1}{0.25}$. You can also plug two of our points into the point-slope form to find the slope. Ex. $\frac{4-1}{1-0.25} = \frac{3}{0.75}$ This can be further simplified to $\frac{1}{0.25}$.
