Use the percent proportion to find the percent. $\frac{part}{base}=\frac{percent}{100}\longrightarrow$ let p be the percent; substitute given values $\frac{2}{10000}=\frac{p}{100}\longrightarrow$ cross multiply $10000p=200\longrightarrow$ divide both sides by 10000 $10000p\div10000=200\div10000\longrightarrow$ divide $p=0.02$ When using the percent proportion, p is already in percent form. No conversion from decimal to percent is needed.
