Why has everything in textbook answers been lowered to .50?

AP Chemistry II problems used to be worth $2, which is respectable cause they are very time consuming and diffcult. I'm asking why has the value of the question been divided by 4? I think that is ridiculous considering an algebra problem takes ~2minutes but a chemistry problem can take upwards of 20 minutes and they are the same value.
