Quinn admitted to being fearful at this point, what was causing Quinn to be so fearful?

Quinn was fearful of repurcussions..... worried that telling the truth would cause problems, cause a division between himself and his best friend. In the end, he chose to follow his heart and what he believed to be morally right.
