In Part I, we learn that Winston has begun keeping a diary. Winston is breaking a rule because people are not allowed to keep personal documentation.
There is a sense of static time which mirrors the very static mood of the book. Nothing seems tro change. The party has complete control of the mood of society. Later on in the book, we see that the party has control over time and reality.
