Did you notice the mother had a return ticket? "A final soaking farewell." Do you see Liesel's mother - and Rosa Hubermann, for that matter, as victims of circumstance? Do you think "victim" describes Liesel?

Yes, both are victims of circumstance as are most of the main characters in the book. The Nazi party in power put anyone who was opposed to them or not accepted by them at risk. Both of these characters were always in danger of being caught by the Nazis: themselves and their family tortured or put to death.
