How does Arragon compare the martlet to the foolish multitudes?

Arragon compares two two in the sense that foolish people and martins (birds) base their decisions on flash and show..... they can't see past the outside to find out what's on the inside. The multitudes do not look past appearance; the martins build their nests on outer walls. Thus, he chooses the opposite, hoping to distance himself from the "barbarous multitudes".
