What drew Americans and immigrants to move into the nation’s cities in the late nineteenth and early twentieth centuries? Do you think the city offered them a better life?

I'm not a historian but I imagine poverty drew people to the cities. Draught combined with agribusiness all but wiped-out tenant farmers. Even farmers that owned their own land struggled to make a living so the lure of the city was strong.
