Father had rolled up his trousers because of the puddles. Note, she is imagining her father rolling up his trousers, her mother and father are still in the hotel.

These thoughts cross the author's mind because she and her husband had left her paretns behind in the hotel when the tsunami hit.... they just ran with their children.
