Can Zeitoun's actions during and after the storm be characterized as heroic?

During the storm Zeitoun paddles in his canoe going door to door helping people. Zeitoun saves elderly and dehydrated residents trapped in rotting, collapsing homes. At night, Zeitoun sleeps in a tent on top of his roof. During the day he risks his own saving people. He sounds like a superhero!What does he get for his trouble? He gets arrested on the false ussumption he is a terrorist. It's the Bush administration at its best!.
