Who does Brown meet in the dark woods?

Brown meets a strange and mysterious man.

"His head being turned back, he passed a crook of the road, and, looking forward again, beheld the figure of a man, in grave and decent attire, seated at the foot of an old tree."

This figure seems to be waiting for Goodman in the Woods, as if he's meant to join him on his journey.
