How does Mompellion interpret and explain the plague from a religious point to his congregation? What arguments does he put forward for not fleeing?

Mompellion speaks to his congregation about the love of God and tells his parishioners that the plague is a test. He urges those present to stay in the village.... to not run, and thus, stop the plague from spreading.
