Why does Oates spend so much time focusing on the way that Connie behaves throughout the story?

I think the author wants to present the reader with a moral question about gender and sex. The old idea that a girl who behaves in a promiscuous way somehow deserves some blame for being abused is posed to the reader. We now should know that this idea is outdated and preposterous.
