When the empire was divine concludes with a chapter titled "confession". Who is speaking in this final chapter? Is the speech ironic?

In the final chapter, it is the father who narrates. I don't really find any irony in his speech, but he does call into question his false testimony about being the sniper, and he leaves us with a lot of food for thought, as we question....... why?
