Is "O CAPTAIN MY CAPTAIN" a narrative poem?

Had "O CCAPTAI MY CAPTAIN" been wriwrit as a narrative poem, would the effect would the effect have been the same?

I suppose you would have more of a detailed story but it would lack the poeteic metaphor that Whitman was looking to convey.
