He means that he had never owned property before; he'd looked at it, inquired about it, and had considered different places all while imagining them to be his own, but that he'd never actually had possession of this type of property. he doesn't even have the means to possess the property, but by the inquiry, and even the momentary agreement.......... it doesn't really matter.
