Since St. Clare is so against slavery, why doesn’t he return Tom to his family?

St. Clare, although he opposes slavery, does not feel ready to fight the "system." He talks about society being "organized" and explains that all he can do is harden his heart because the system is in place and he has to somewhat abide by it. He is somewhat resigned to living in such a horrible society.
