Shakespeare's setting is actually fictional. The imaginary Dukedom of Illyria is kind of like our Hollywood where the rich and famous live their lives in public, where gossip and innuendo are the norm. Illyria seems the perfect place for cross-dressing characters with a lot of time on their hands.
