According to Orsino, should the man or the woman be older?

Does he hear what Viola/Cesario is saying in the firsts part of scene? How willing is Orsino to listen to other people's ideas?

According to Orsino, the man should always be older.

Too old by heaven. Let still the woman take An elder than herself. So wears she to him, So sways she level in her husband’s heart. When it comes to love.... Orsino is unwilling to listen.
