Mrs. Hale lives a rural lifestyle. She probably understands Minnie's sense of isolation better than Mrs. Peters does. Mrs. Peters has opportunities to interact with many more people since she is wife of the Sheriff. Also she lives nearer to the town, which gives her more time to socialize.
