Why do you think Dr.Livesey hid the oilskin packet in his pocket?

In Chapter Four, Jim takes the oilskin packet. He says that he intends to bring it to the Count. Dr. Livesey does not physically appear in the fourth chapter. He is mentioned twice.

"And I'll take this to square the count," said I, picking up the oilskin packet.
