The black spot is basiccally a death sentence. The spot represents the fact that the crew, as a whole, no longer has belief or use in the person it is given to. When Pew delivers the black spot to Billy Bones, it demands that he appear before his crewmates. Billy Bones is filled with terror, whereas, Silver becomes rebellious, mocking whoever dared to cut into a Bible. He mocks the hypocrisy of a scourge using a black spot to threaten him.
