How did the narrator realize that he wanted to avoid seafaring men whom he kept asking about?

Who do you mean by "he"? Do you mean Billy Bones? Billy Bones is paranoid of seafaring men and asks Jim to notify him as soon as one walks into the inn. He knows other Pirates want his map.

His is a somewhat tricky question because the narrator first gives one interpretation of the man’s behavior before saying that he discovered a more accurate interpretation: “Every day when he came back from his stroll he would ask if any seafaring men had gone by along the road. At first we thought it was the want of company of his own kind that made him ask this question, but at last we began to see he was desirous to avoid them.” So, the correct answer is “he wants to avoid any seafaring men,” not “he is lonely and wants to make some friends who are also seafarers.
