It tells us that the man doesn't want to see people or is in hiding.

When the narrator's/Jim's father /the owner of the inn tells the brown seamanthat there is little company or a few people come and stay at the inn and he agrees to live there,I think that he prefers quite,anti-social and near water areas.The brown seaman is quite and doesnt like to be with people.
