Why does Garvey call Cole a chump?

Garvey calls Cole a "chump" because he has deluded himself into believing that Peter's forgiveness will make everything end and allow him to move forward. Garvey responds, “Forgiving isn’t forgetting, Chump!”, meaning the event in question remains a fact.... forgiveness or not.
