Who cares for Jesse, and who cares for Cole?

Only Edwin and Garvey seem to care about Cole. A social worker named Dwight seems to care about Jesse.

I agree with Aslan, Edwin and garvey care about Cole but in the end of the book Cole's mother also starts to care for him. so in the end I would say Edwin, Garvey, and Cindy care about Cole.
