Basically, Cole sits down with all the "stakeholders involved". THis means the victim (peter), Peter's parents, Cole's parents, social workers, elders and sponsors of the justice circle. Cole has to talk about his feelings, remorse or lack of remorse.... People talk on behalf of Cole and against him. Then the Justice Circle makes a recommendation.
