Bob Ewell says, "I seen that black nigger yonder ruttin' on my Mayella!" He is speaking of Tom as an animal during mating season. This statement completely dehumanizes Tom.

It is a metaphor. By using the verb "ruttin,'" Ewell is in effect calling Tom an animal.
