Where do the children find Atticus?

In ch.15, where do the children find Atticus, and what is he doing when they spot him? How this explain why he left the house with the extension cord and a light bulb?

The children find Atticus sitting outside of the jail reading. This explaions why he needed an electrical cord.... he needed the light to read by.
