I think that Scout actually talks more about this in chapter 1. Scout is referring to the Southern value system that she inherited. This "ethical culture" includes value systems like attending church, social interaction, farming, and systemic racism. In many ways Scout has been brought up in a more enlightened counter-culture environment under her father Atticus. Scout has been brought up to read, question, and resist racism.
