What theme is being generated through the characters in chapter 2-3 about rules/societal expectations?

My teacher said something about the law has exceptions but I don't know how to support my answer.

I don't know about what your teacher said. The general theme of chapter 2/3 has to do with the harsh social and economic that families, like the Cunninghams, must endure during the depression.
