what is the wpa, and why won't Mr Cunningham work for it? what does this reveal about his character ?

The WPA is a public works job with a political attachment, which is refused by Mr. Cunningham because it would mean he'd have to neglect his land and vote as he was told. This decision illustrates Mr. Cunningham's self-reliance and refusal to conform.
